Project Summary
Demolition of the East Mall Fountain and rough grading of the area in preparation for subsequent phases of UT East Mall improvements. A Commemoration for The Precursors and other East Mall improvements.
Project Location: This project is located west of San Jacinto Blvd on E 23rd St, including the circular street area east of East Mall Fountain. The barricaded area will be around the East Mall Fountain between JGB and Patton Hall, including the surrounding sidewalks.
Major anticipated outcomes/benefits/ of the completed project: Following the 2025 Football season, Winship Circle will be transformed into a pedestrian-friendly space with ADA walkways, while truck delivery access will be retained. The Commemoration of the Precursors will include a reflecting water feature and landscape dedicated to celebrating the alumni who integrated The University of Texas.
The potholing aims to locate existing utilities for accurate connections by Andres Construction, supporting the future Whitis Court Residence Hall for University Housing & Dining (UHD).
Project Impacts
Pedestrian impact: The East & West pedestrian sidewalk in this area will still be accessible but only on the north side of the East Mall Fountain. RLP will keep East and West entrances open, while the North entrance will be temporarily unavailable. This will be open, we are not advertising it as the accessible route. Can be mute on it.
Traffic impact: No expected impact to roadways or vehicular travel.
Bicycle impact: No expected impact to roadways or vehicular travel.
Parking Impact: No expected impact to roadways or vehicular travel.
